Estate section is one of the smaller departments in the hospital yet it plays vital role in the smooth functioning of the VMMC & SJH. Our main functioning within the hospital is to ensure that all services, equipments & plants are running smoothly and correctly this include all day to day maintenance, project work, upgrades, breakdown etc.

Location:

Currently the estate section is operating from a small structure opposite burns & plastic department.

Team:

The Estate Officer - he has quasi-judiciary powers, under the PP Act 1971. Dr. Neeraj Kr. Gupta is currently designated Estate Officer. One officer of the level of Chief Medical Officer supervises the functioning of the department. He is assisted by Assistant Administrative Officer, Head Clerk, Caretaker of buildings and two to three dealing assistants.

Responsibilities:

  • Safdarjang Hospital: Estate section looks after various buildings built on the 48 acres of land allotted to SJH and VMMC.
  • Residential Accommodation: Currently residential accommodation is provided to the permanent staff of SJH/VMMC as per the seniority list in the following locations:
    West Kidwai Nagar: 268 dwelling units built on 13 acres. There are 30-Type-IV, 90-Type-III, 58-Type-II and 110-Type-I quarters available for allotment.
    Raj Nagar: Type-I & Type-II dwelling units, numbering 192 are built on 13 acres plot at Raj Nagar, adjacent SJ Enclave.
    Sriniwaspuri: Common multi storied buildings built in Sriniwaspuri, houses nurses belonging to SJH, LHMC and RML Hospitals. A total of 155-Type-III and 16-Type IV quarters are available for our nursing staff.
    Madangir: 40 Type-I Quarters at Madangir DDA Flats are under litigation.
    The section also deals with collection of licenses fees, water/electricity charges etc from their residents.
  • Litigation: The cases under P P Act are heard in the court of EO. Eviction proceedings of all unauthorized and illegal occupants are affected through this section. The matter, if taken up at higher court levels, is also proved with court attendance etc.
  • Planning: Newer constructions or renovations planning is dealt by this section. Currently Sports Injury Centre is under construction in the Hospital premise. About 02 acres of land at Dwarka is planned to be taken up for construction of quarters for nursing staff. Further, 5.866 acres of land adjacent incinerator is under dispute.
  • The sections issues administrative approval and economic sanctions of various renovations, CPWD budgetary provisions and liaisons with CPWD SJH (Civil & Electrical) divisions for all day to day maintenance, project works, up-gradation/renovations and running of various plants.
    The CPWD SJH division has Civil and Electrical wings which are headed by officers of Executive Engineer rank.
    Civil Division is currently under Executive Engineer, Shri V.K.Singh (CPWD, Delhi Center Circle X). He is supported by five Assistant Engineers & 6 Junior Engineers division and looks after nearly 1, 00,000 Sqm built up area of the hospital including 15 buildings (3 floor plus) for day to day maintenance, repairs or addition/alterations etc whenever asked by Medical Superintendent.
    Electrical Division is headed by Executive Engineer Shri Manoj (CPWD, Delhi Center Circle IV). He supervises the work of Six Assistant Engineers and seven Junior Engineers. The electrical division runs and maintains various power plants, incinerator, air-condition plants, water pumps, emergency wet risers, street lights etc and is generally responsible for repair/ maintenance of all electrical appliances and fittings of the hospital. Currently efforts are on foot to introduce power conservation measures.

This Hospital is a subordinate office of Directorate General of Health Services and is under administrative control of Ministry of Health & Family Welfare, New Delhi. It is situated in Region 'A' and comes under the category of operational office. Hindi Section of Safdarjang Hospital perform the duty of implementation of provisions related to Official Language in the Constitution and different provisions of the Official Languages Act, 1963 in the Hospital. The Section executes various important work in pursuance of orders issued by Official Language, Ministry of Home Affairs, Government of India from time to time. The Section also performs various work related to the implementation of Official Language Policy and organizing Hindi workshops, Hindi fortnight/month etc. This office is notified office under Rule 10(4) of Official Language Rules, 1976. Main objective of Hindi Section is to promote progressive use of Hindi.

At present, Sh. Arvind Pareek, Senior Translator is looking after the work of the post of Assistant Director (Official Language) in the Hindi Section of this hospital.

Hindi Section works to achieve the target prescribed by Official Language Department as per Annual Programme in the following manner :-

  • Publicity of Hindi language.
  • Provide information regarding constitutional and legal provision of official language.
  • Issue orders regarding Official Language Policy.
  • Implement incentive schemes.
  • Provide training regarding Hindi Language, Hindi Typing & Stenography
  • Preparation of quarterly, half yearly & yearly progressive use of hindi reports.
  • Organize meeting of Official Language Implementation Committee, review the position of Hindi work and take necessary action.
  • Translation Work.

Inspection Committee

A four member Inspection Committee has been constituted to ensure implementation of Official Language at the hospital level. To know the position of progressive use of Hindi, this Committee inspect some selected sections & submit its report to Medical Superintendent.

Besides this, for promotion & publicity of Official Language, all concerned are motivated & provided with all possible help as under :

  • Use of Hindi in correspondence.
  • Use of both Hindi & English language for prescribed purpose.
  • Issue of Name Plates, Notice Boards, Rubber Stamps, Register, Letter Head, Govt. Advertisement etc. in bilingual form.
  • Ratio of Devnagari Typewriter, Hindi Typist & Stenographers.
  • Use of Hindi in Training Courses.
  • Entry in Hindi in Service Book.
  • Organize Hindi Day/Week.
  • Organize Hindi workshop.

Library

There is a small library of Hindi Books/Magazines in Hindi Section. In the Library there are approx. 386 books of different writers/literatures on different subject like biography, humor, stories, poetry, novels etc. Besides this all the Hindi Newspapers & Magazines like Kadambini, Aajkal, Grahshobha, Sarita, Mukta, India Today, Suman Saurabh, Nandan, Champak, etc. total 20 (Twenty) types of, are being purchased regularly.

The Laundry services of hospital are essential and integral part of the patient care. The provision of clean environment and linen for optimal patient care is utmost importance. At present Laundry department is receiving approximately 3000 pieces of dirty linen of different kind per day for washing and drying for distribution in all O T's and wards of the hospital.

Introduction : Centralized Telephone Exchange It caters to V.M.M.C. & Safdarjang Hospital. 800 EPABX capacity Telephone Exchange installed in the department. The exchange functions round the clock C.P.W.D. Electrical maintains the exchange and EPABX system for V.M.MC. & Safdarjang Hospital.

  • It carries out the reimbursement of telephone bills of all eligible officers.
  • 124 Direct lines + 77 Broad Band connections have been provided so far to the eligible officers.

Introduction

The Transport department is running under the VMMC & Safdarjang Hospital, New Delhi-110029 This department is situated in front of old Cardiology building and office is situated in Main Casualty building, room no. 101 Administrative work is being look after Dr. S.K. Bajaj, SAG I/C (TPT). Dr. Dev Singh, CMO I/C (TPT) under Dr. Manjit Singh, Additional Medical Superintendent, (TPT), Office Asstt Sh. Uday Shankar Rajak. UDC (TPT) & Sh. Rajesh, Supervisor supervise the driver duties and vehicles

Service

The Transport department provides ambulance service fee of cost to poor & needy patients. It also available to other patients @ nominal charges mentioned below.
