  • For patients getting treatment in Safdarjang Hospital, who come from out of Delhi and who could not get indoor admission and/or are required to visit the Hospital daily for treatment and desire to stay in or near the hospital, facilities for staying in the Dharamshala are available free of cost which is provided on the recommendation of the Head of Department (HOD) concerned of the Safdarjang Hospital. The Dharamshala is functioning under the complete administrative control of the Safdarjang Hospital.
  • Dharamshala is situated in a separate building on Ring Road (near to Raj Nagar Flyover) opposite to the Safdarjang Hospital. It has six halls with 65 beds. One patient is allowed on one bed. 24 rooms are also available in the Dharamshala which are provided to patients who required isolation on medical advice/permission either from MS / Addl. MS / CMO (Dharamshala). One kitchen is also there which can be used for cooking food etc. at their own expenses. Toilets / bathrooms are common. The Dharamshala is guarded by security personnel 24 hours. Services of Hospital’s Ambulance vehicle are also available in the morning & evening to take / bring the Hospital’s patients only from / to the Safdarjang Hospital.
  • Dharamshala is open 24 hours, however, admissions are allowed on the specific recommendation of the Doctors of the Safdarjang Hospital and subject to availability of bed. The staying facility in Dharamshala is available free of cost. No fee etc. is charged from anyone. Alone patient is not permitted to stay in the Dharamshala. Only one attendant is allowed with one patient. The attendant should be of the age of 18 years and above. Children are not allowed to stay with the patient. Admission in the Dharamshala is not allowed to the patients of contagious diseases. Smoking is prohibited and violation of the same will be dealt with a fine of 200/-. The use of electricity is allowed up to 11.00 pm in the night during summer and up to 10.00 pm in winter. Residing patients in the Dharamshala are responsible for their valuables. Dharamshala / Hospital administration will not be responsible for any kind of theft or loss in this regard.

For getting admission in Dharamshala, necessary permission / application form can be obtained from the office in Dharamshala during working hours between 9.00 am to 1.00 pm to 4.00 pm from Monday to Friday and 9.00 am to 1.00 pm on Saturday. Security guard on duty can be contacted in this regard before and after office hours. Duly filled application form with the recommendation / signature of the concerned Head of Department (HOD) is to be submitted in the office of caretaker in Dharamshala who will issue a permission / admission letter. Such admission letter is to be shown to any visiting / inspecting officer on demand.

  • The allotment of accommodation in Dharamshala is made initially for a period of 7 days. But, a patient can be allowed to stay maximum for a period of 42 days. However, in exceptional cases, permission to stay further may be granted by MS / Addl. MS.
  • Necessary information relating to admission etc. in the Dharamshala can be obtained from the Caretaker, Room No. 2, Ground floor, Dharamshala. Caretaker and other staff including security personnel are working there under the supervision of Chief Medical Officer In-charge Dharamshala.

The Public Grievance Redresssal Cell (PGRC) was established in Safdarjang Hospital in the year 1997 to redress specific grievances related to the services provided by the hospital. PGRC staff under the chairmanship of Additional Medical Superintendent and consists of a Member Secretary and three Members, the names of Chairperson & Member Secretary, addresses and telephone numbers of whom are displayed in the hospital premises at prominent location as follows:

The complaint boxes are opened once a week by the staff of PGRC. The Public Grievance Redressal Mechanism of Safdarjang Hospital is as follows:

  • Receipt of complaints from 
    - Complaint /Suggestion Box.
    - Hard copy from Medical Superintendent Office & Diary and Dispatch Section.
    - Soft copy received online through Public Grievance Portal
  • (a) Letters are sent to concerned department for comments within 7 days of receipt (Reminders sent after 7 days).
    (b) Where necessary, letter sent to complainant for relevant documents related to the complaint.
  • Letters sent to complainant and concerned staff to appear before PGRC. (2 (b) and 3 also help to verify the authenticity of the complaint).
  • Meeting is held under the chairmanship of Addl. M.S. wherein the matter is discussed in detail and the grievance is redressed. Follow up actions are decided upon
  • Where relevant, follow up is done by PGRC for implementation.
  • (a) Action Taken Report is sent to the complainant and matter disposed of. 
    (b) Action Taken Report is uploaded on Public Grievance Portal (when received online) and matter disposed of. On an average 30-35 complaints / suggestions are received every month by PGR Cell. The entire process of redressal takes less than three months.

Instant Redressal:

There is also a system of instant grievance redressal where, if the patient approaches the PGR Cell, necessary assistance is given to take instant remedial measures. Approximately 40-45 such grievances are redressed on an instant basis every month.

National Illness Assistance Fund

VMMC & Safdarjung Hospital is giving financial assistance to the poor patients for treatment under NIAF (National Illness Assistance Fund) now called as RAN (Rastriya Aarogya Nidhi).

Introduction

The fund will provide financial assistance to patients, living below poverty line who are suffering from major life threatening diseases, to receive medical treatment at this Hospital. The financial assistance to such patients would be released in the form of 'one-time grant', which will be released by the Medical Superintendent of this Hospital. In a bid to speed up the assistance to the needy patients, the Scheme has been modified in January,1998 and an advance of Rs. 20 lakh has been kept with the Medical Superintendent of Safdarjung Hospital, New Delhi, to enable sanction of an amount up to Rs. 1,00,000/- (as substituted from Rs. 50,000/- w.e.f. 02-06-2008) in each deserving case reporting for treatment in Safdarjung Hospital. The advance amount would be replenished as and when the reports of its utilization are sent from the hospital.

Eligibility for Assistance under NIAF

  • Only for persons below the poverty line suffering from specified life threatening disease.
  • Assistance admissible for treatment in Safdarjung Hospital only.
  • Central Government/State Government/P.SU employees not eligible.
  • Re-imbursement of medical expenditure already incurred not permissible. However, in exceptional cases, reimbursement could be allowed on a case to case basis with due approval of the Management Committee, provided the eligible patient has already applied for financial assistance before taking medical treatment/operation under emergency situation only and paid the dues to the Hospital.
  • Diseases of common nature and disease for which treatment is available free of cost under other health programmes/schemes not eligible for grant.
  • Cases of estimates above Rs. 1.00 lakh to be referred for assistance under NIAF to the Ministry of Health & Family Welfare for approval.

Sanction Procedure

For allowing benefit under NIAF, the following document/information shall have to be furnished/satisfied for final sanction by competent authority :-

  • Attested photocopy of BPL certificate and ration card.
  • I D proof (Voter card/Aadhar card/Driving Card).
  • Verification of name, age, sex, w.r.t. BPL card, ration card and I D proof.
  • Prescription of the patient duly signed by treating doctor and HOD.
  • Application on NIAF form with mobile no./contact no. and photograph of the patient.
  • Approval ofNIAF application by a departmental screening committee with justification.
  • List of rates of the medicines/appliances/implants etc. as per rate enquiry/limited tender/ open tender duly approved by departmental screening committee.
  • Enclose an undertaking duly signed by Authorized signatory of the selected firm that the rate offered is the lowest and that it was not supplied at a lower rate to any Government of Private organization/individuals and that in the event of any decrease in the price, the same shall be intimated to the department.

For bill clearance following documents counter signed by HOD are needed to be submitted.

The concept of welfare in the hospital setting evolved way back in the nineteenth century. The idea behind it was to deal with Psycho social component of the illness of persons seeking treatment in a hospital.

Over a period of time, the concept evolved into providing counseling and guidance services to providing assistance in terms of medical aid like arranging for medicines through hospital support services.

In Safdarjang Hospital & Vardhman Mahavir Medical College the Medical Social Welfare Department came into existence from the time the hospital started.

The Medical Social Welfare Department is currently located in Room No. 17 of B wing in the OPD Building of Safdarjang Hospital, New Delhi.

The functions of this department are as follows:

  • To study the Psycho social situation of the patients and provide necessary support.
  • To help the patients to adjust himself to his or her illness.
  • To remove the social problems which prevent the patients from making maximum use of the medical services and to arrange medical aid for them if necessary?
  • To liaise with NGO’s, or liaison between patients and doctor.
  • To arrange for placement of abandoned babies to approved agencies of Government of India.
  • To provide Psycho social support services to patients in distress.
  • Referral and rehabilitation services
  • Counseling and guidance serves
  • To visit the various wards and to provide necessary assistance to the indoor patients.
  • To provide Railway Concession certificates to patients entitled for the benefit by Indian Railways as applicable. This includes patients suffering from Cancer, Tuberculosis, Chronic Kidney disease, Thalassemia, Hemophilia etc.

The department comes under an Additional Medical Superintendent (Dr. Anita Jain). The day to day functioning is supervised by the Chief Medical Officer (Dr. Prem Kumar). The other staff includes Ms. Rashmi Sharma & Ms. Sangeeta Sharawat, Medical Social Workers, one nursing attendant and one safai karamchari.
